Apple Reminders on Windows: no official app
There is no Apple Reminders for Windows. Export a file, then keep personal, work, and family in one list on Windows, web, and phone.

TL;DR: There is no Apple Reminders app for Windows. iCloud sync is not a PC client. Stay if Siri, HomeKit, or location alerts are why you use Reminders. If the PC is part of your day, export a file and start free. The original list is unchanged.
No official Reminders client for Windows
Apple does not ship a Reminders app for Windows. iCloud keeps lists in sync on Apple devices; it is not a PC client. A browser tab on iCloud.com is a cut-down fallback, not a work PC app.
Stay if Siri and HomeKit are why the list exists
Stay on Apple Reminders if Siri, HomeKit, location alerts, or the system list on Apple Watch are why the list exists. Those do not move.

Get a file, then stop
Current macOS, iOS, and iPadOS have no bulk export command. File then Export still works on macOS Mojave or earlier and writes an ICS file for the selected list. On a newer device, a Shortcut can write a file you design, some apps import Reminders on iPhone, or you copy and paste titles.
An old Mojave ICS file keeps calendar fields. A Shortcut only writes the fields you tell it to include. Copy and paste usually keeps titles and drops dates, notes, and list names. Attachments stay in Reminders.
